GARFIELD HEIGHTS -- Parents and some employees are furious that a repeat violent offender was working around young children at the Building Blocks daycare center in Garfield Heights.

 

The Investigator Tom Meyer learned that Anthony Carter has a criminal past that includes rape, kidnapping, assault and burglary charges.

Employees and parents told Meyer that Carter worked as the maintenance and delivery man for the daycare.

The director of the daycare, Kathyrn Nagelski, resigned shortly after state inspectors launched an investigation into the allegations.

An official of the Ohio Department of Job and Family Services told Meyer they had no idea about Carter's employment or criminal past until they investigated an anonymous tip.

Once they confirmed his record, they recommended that he be terminated.

When Meyer tried to talk with Nagelski at her Solon home, she refused to answer questions and did not return phone calls.

The owner of the daycare says he had no idea about Carter or his record until the state spoke with him. Employees and parents say they haven't seen Carter at the daycare for at least a week.

Several parents told Meyer they removed their children from the daycare upon learning of Carter's record. Repeated attempts to talk with Carter were unsuccessful.

Charise Walker, who's temporarily in charge of the facility, confirmed that Carter had come in to the daycare center when children were present. "He shouldn't have been here, absolutely not," Walker said.
